Azure RMS capabilities in O365 with MSDN developer license

Hi, I have an Microsoft Office 365 Developer license. Is Azure RMS available with this license? It doesn't show up as an option in the Admin portal under Service Settings. If not is there a "free" option besides the trial for doing development and testing?
